JOB PURPOSE
To offer and source, preparation of purchase requisitions, order placements, and optimizing purchases from the BBBEE suppliers and report on the full order cycle.
PRINCIPAL ACCOUNTABILITIES
- To provide general administrative support to the department.
- To assist departmental staff with logistical support for programmes, activities and events.
- To collect and capture data, to ensure that all information and documentation is accurately recorded.
- To assist with and provide support services such as departmental travel and transport arrangements, the procurement of quotes for services and products, departmental catering, etc.
- Undertaking specific departmental work.
- Purchase for all Departments through Requests for Quotations (under R500,000 per procurement) -Organisational procurement budget being over R150 million
- Executor/Implementor on the Organisational procurement budget being over R150 million
- Manage procurement calls as well as monitor, allocate, assign, re-assign follows up, report, resolve and close calls;
- Respond to tender inquiries and appropriate distribution of inquiries.
- Manage and avoid risks related to incorrect purchases, over pricing, irregularities and litigations.
- Maintain compliance with SCM Code of Conduct
- Support Procurement Practitioners and follow up on all actions to be taken on delivering of service.
- Manage, update and publish the Sci-Bono contract register.
- Manage deviations registers (update, submissions, record keeping) including sole supplier, emergency, variation & expansions and National Treasury approval registers.
- Update and maintain the Sci-Bono Procurement plan.
- Update and maintain Sci-Bono Supplier Database.
- Generate and provide reports to management on procurement activities, tenders, calls and mailboxes.
- Collect and provide information for auditing purposes.
- Provide support on tender administration inclusive of all Sci-Bono RFQs/RFPs e.g., recording, follow-up, publishing, collecting, distribution, awards, cancellations, and withdrawals;
- Manage tender mailbox including distribution of all incoming queries, communication, and response to external entities.
- Keep a record of original and signed operational documents including publication of documents;
- Provide general administrative assistance to the procurement team including taking minutes during meetings;
- Complete credit applications;
- Administer possible non-compliance incidents and ensure that complete process has been followed correctly;
- Update and maintain procurement catalogues in line with supplier agreements;
EDUCATIONAL REQUIREMENTS
- Matric or NCV L4.
- Diploma in Supply Chain or Procurement / Public Administration / Financial Management / Business Management or Administration or equivalent.
EXPERIENCE
- 3 years’ experience in administration in a supply chain management environment.
- Administration experience in the procurement/ finance environment will be an added advantage.
ADDED ADVANTAGE
- Experience in sourcing and procurement in public service or NPO sector.

- In-depth working knowledge of the PPPFA, SCM regulations from National Treasury.

- Good computer skills (especially with databases and financial software packages).

- Willingness to work overtime.
